Meeting Minutes
    May 8, 2014

Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.  

In attendance:  CMs, Coolen, Rodgers, Thorpe, Cook.

Pledge of Allegiance

Ms. Kim Vitelli presented poppies to honor the war dead from the American Legion Womens’ Auxilliary.

Town Administrator’s Report

Mr. Warrington our Code Enforcement Officer has started giving notice for grass over 8 inches.  The Public Works Department is still trying to get trees in the ground, cutting our grass and working on the ball fields.  Staff is working in preparation of Cheverly Day.

Mayor I just to recognize the creative part of the Ping Pong Ball Adventure Flume was in fact his wife Sandy.

Mr. Warrington I also wanted to note that we will be razing the house on Beecher Street and 59th in the very near future.  We are going to get a timeline and share with the neighbors.

Mayor the Park Service houses are ready to go in the removal of the three houses along the Parkway.  It should start next week, Monday May12th.
  
Chief’s Report

Chief Robshaw on Monday we held our Second Annual Fallen Heros service at St. Ambrose and the American Legion Post allowed us to hold our luncheon.  We will be doing enforcement around the Town and will be working with other agencies for training purposes.  Homicide update, an arrest was made and the only thing that it had to do with Cheverly is that it happened just inside our Town limits.  5 on 5 basketball will be on Cheverly Day and we have sign-up sheets around.  Get a team together and notify the department.  

CM Rodgers are we still doing out of state tags?

Recreation Council Report

Mayor I don’t see anyone in attendance.
Cheverly Day Report

CM Thorpe it is scheduled for May 31st.  Several activities we are adding like bus service.  Come to the Market in the morning and Cheverly Day.  We have good music lined-up for you.  There will be the Ping Pong Ball Adventure Flume.  We will have the Mid-Way and miniature golf as groups around the town are putting together a hole.  We have a Bike Rodeo and Fireworks.  You can donate to Cheverly Day on the website or place an ad on the website.  Come out and have fun.

Mayor we are trying to make Cheverly Day more than just for the kids.  We have games and contests.  The Ping Pong game has as the first place prize a 64 GB IPod Touch and anyone will like to have that as a prize.

Green Infrastructure Committee

Mayor they met the other night and are asking for funding for storm water management.

Planning Board Report

Mayor they will be meeting next Tuesday.  They have asked the Council for a little bit of money to put together a final copy of the Envision Cheverly project.  

Citizen Input

Ms. Joyce Lange commented on the upcoming Peace Month activities and read a poem.

Ms. Robin McClain had a question about her Hispanic neighbor as to whether there are any trees available and I like the owl out front.

Mr. Warrington explained the process of how the carved owl came about at the front entrance.

Mr. Tony Martin of Montrose Road and asked for an update on their alley petition.

Mayor the progress is I have a letter for you, but have not sent it.  The estimate for the alley was over $100,000 and we do not have funding in the budget.

Mayor and Council Announcements

CM Riazi wanted to draw attention to an upcoming Progressive Cheverly Meeting to develop an aging in place program in Cheverly.  It is a citizen led program.

CM Coolen some residents got a letter from MNCPPC regarding re-drawing the map for the Chesapeake Bay critical area.  There are public hearings next Tuesday and Wednesday and I encourage you to attend.

CM Cook May 16th is bike to school day and will begin at Legion Park.

Mayor the FYI was missing from the Newsletter and I had written it, but it had just missed the deadline for any number of reasons.  However it is posted on our website and we pushed it out to other list serves.  Our volunteers of the year will be announced on Cheverly Day and will be here in June to receive their awards.  Pat Nelson who runs the Mid-Way and tee shirt designer on Cheverly Day and Gabe Horchler and the mulchers for their efforts to build the Lower Beaver Dam Creek Trail, which is really a treasure.  At the Worksession we will discuss: Speed Camera Strategy and the Budget.

Proclamation P-3-14 Proclaiming May as Peace Month in Cheverly

  • CM Riazi to propose adoption of P-2-14 Proclaiming May as Peace Month in Cheverly. CM Cook seconded. Approved 5-0.
Adoption O-3-14 Amending the Refuse Section of the Town Code

Mr. Warrington this was introduced at our last meeting.  We are changing our Town Code to comply with the County’s new rule against the use of plastic bags.  We will pick-up yard waste in paper bags or containers.  It also makes yard waste a recyclable so you can not circumvent the requirements by placing your yard waste out in plastic bags for trash collection.  It will not be picked-up.  This has been in effect since January.

  • CM Coolen to adopt O-3-14 Amending the Refuse Section. CM Rodgers seconded. Approved 5-0.
Mayor you also can not burn your yard waste.

Adoption O-4-14 Amending the Rental License Section of the Town Code

Mr. Warrington this is the smallest change I think we have ever made with an Ordinance as it is a four word change to our Town Code.  We are changing the Code to have all the rental licenses expire on June 30th.  We will pro-rate any licenses that come on line during various times in the year.

  • CM Rodgers to adopt O-4-14 Amending the Housing Code Section. CM Coolen seconded. Approved 5-0.
Introduction OB-1-15 Adoption Operating Budget and Capital Improvement Program

Mr. Warrington this is the mechanism required by the State to officially adopt our budget, tax rates and fee schedules.  It is a non-codified ordinance and sets our spending program for the next year beginning July 1st.  We are not changing our tax rate.

Mayor we have not raised your taxes as your assessments have stayed flat for the past three years.  As a result you have not seen a tax rate increase for three years.  Next year you will see your assessments going up and we will have to address it at that time.  Discussed commitments noted in his FYI and went through the budget issues from his FYI.
